Conflicts might arise between neighbours. The following suggestions are based on conflict-avoidance tips from the Fédération des locataires de HLM :

If possible, start by speaking directly with the tenants concerned. Talking together is the best way for tenants to resolve their differences.
Send a written and signed complaint to the owner, who is responsible for keeping the premises peaceful.
If the issue and serious and chronis, the owner must institute proceedings with the Rental Board. You will be called to testify as to your damages.
